We fund projects that:

  • Bring the community together to learn
  • Create and share learning ideas, opportunities, and learning activities (non-profit) to benefit the community
  • Inspire and build lifelong learning habits in the community

PROJECT IDEAS:

  • Organise a talk, workshop or exhibition
  • Design a campaign

Funding Tiers
  • Category A: $5,000 and below
  • Category B: $5,001 to $10,000
  • Category C: $10,001 to $50,000
Fund Disbursement

Once your application is approved, you will need to sign the Letter of Offer (LOO) before you can start the project.

Once the LOO is signed, you will get the full disbursement upon project completion and submission of the required supporting documents.

NOTE:
a) Incomplete forms or failure to submit required documents will delay the application process.
b) Project should not commence before the LOO is signed.

We welcome learning ideas from all individuals, schools, organisations and community groups!

Groups of Individuals Schools Organisations must be registered in Singapore under

18 years old and above Singaporean

Individual below 18 years old may apply through their schools.

ITEMS FUNDED (QUALIFYING)
  • Professional services e.g. trainer fees or speaker fees in the form of honorarium, development costs, facilitators, tokens of appreciation
  • Fees & Materials e.g. event management fees, rental of equipment and venue, ICT & Cloud services, and other materials needed to conduct the learning
  • Marketing & Publicity e.g. brochure design, social media marketing
  • Others e.g. refreshments, transportation (e.g. public transport)
ITEMS THAT WE DO NOT FUND (NON-QUALIFYING)
  • Fundraising effort or event (including but not limited to crowd funding)
  • Cash or prize given to any third party
  • Start-up costs or capital expenditure e.g. registration or licensing fees, property rental, and any expenditure on office equipment, utilities, computer infrastructure and transportation vehicles
  • Any manpower-related costs e.g. project coordinator, admin personnel, ushers
  • Any costs or expenses incurred for any form of religious and/or political activities

IMPORTANT

  1. This list is non-exhaustive. The Lifelong Learning Council reserves the right to reject items that do not meet the objectives and eligibility criteria of the fund.
  2. Double Dipping Policy - Applicants have to declare funding received from other sources – government or non-government bodies – at the point of project submission as well as during project period.
  3. The total costs for each participant must not exceed S$80.
  4. Refreshments are capped between $8 - $12 (inclusive of GST, delivery charges etc)
  5. Event management fees should be less than 20% of the total cost submitted.

  • Clear description of your project proposal
  • Team members’ particulars e.g. NRIC number, address, contact details
  • Company details (for organisations) e.g. business registration or society registration number, mailing address
  • Project budget
  • Project timeline
  • Attach any other supporting documents in jpeg or pdf

Submission of application closes on 25th of every month and results will only be known on 24th of the following month.

NOTE: All projects are to be completed within 6 months.

Category A:
S$5,000 and below

Upon Project Approval

Submit your project synopsis. We will curate and highlight selected ones on the learnnow.sg website.

Upon Project Completion

Submit the following Supporting Documents to LearnSG Seed Fund Team within 2 weeks :

  1. Summary of project cost breakdown*
  2. All original or certified true copies of receipts / invoices / agreements / contracts for all costs incurred
  3. Photos of learning activity (at least 1 photo)
  4. Screen grab of at least 1 social media post
  5. Collated survey responses*
  6. Attendance / Registration Records ( include email addresses)
  7. Declaration form
Category B:
S$5,001 to S$10,000

Upon Project Approval

Submit your project synopsis. We will curate and highlight selected ones on the learnnow.sg website.

Upon Project Completion

S$10,001 to S$50,000

Submit your project synopsis. We will curate and highlight selected ones on the learnnow.sg website.

Upon Project Completion

Submit the following Supporting Documents to LearnSG Seed Fund Team within 2 weeks:

  1. Summary of project cost breakdown*
  2. All original or certified true copies of receipts / invoices / agreements / contracts for all costs incurred
  3. Photos of learning activity (at least 5 photos)
  4. Screen grab of at least 5 social media posts
  5. Collated survey responses*
  6. Attendance / Registration Records ( include email addresses)

Note: Applicant should attain at least 75% attendance rate for project conducted.

The Lifelong Learning Council reserves the right to amend the terms and conditions without prior notice.

Submission of applications closes on 25th of every month and results will only be known on 24th of the following month. In addition, project should only commence after the Letter of Offer is signed.

Example

If you submit your application on 27th January (after submission closing date), your application will fall under February’s batch of applications instead of January’s and hence, application results will only be known on 24th March and not on 24th February.

Yes, you will retain the IP rights to your project. However, if you intend to commercialise your project, you must observe a moratorium for one year after project completion before commercialisation.

The Lifelong Learning Council and its affiliated organisations reserve the right to use funded projects for educational and non-commercial purposes. We may showcase and publicise funded projects, and adopt them at the national level if deemed suitable.

Learning projects that meet the eligibility criteria will be considered for funding up to 90% of total qualifying costs. There is no minimum amount. We welcome big or small learning projects, as long as the project meets the eligibility criteria.

Yes, but the LearnSG Seed Fund can only be used for items that have not been funded (No Double Dipping Policy).

If your project is already funded by another organisation, you may still apply for funding if the portions related to learning are not funded. Please provide your current project funding details (funding organisation, cost items and funding amount) in your application.

The Evaluation Committee will assess applications on a case-by-case basis.

The amount we reimburse is based on the actual costs incurred, calculated at the end of project based on the relevant supporting documents submitted.

Types of costs funded under the LearnSG Seed Fund:

  • Professional services e.g. trainer fees or speaker fees in the form of honorarium, development costs, facilitators, tokens of appreciation

These costs will not be funded under the LearnSG Seed Fund:

  • Fundraising effort or event (including but not limited to crowd funding)
  • Cash, vouchers, or prizes given to participants
  • Start-up costs or capital expenditure e.g. registration, business licensing, purchase of of ce equipment, utilities, computer infrastructure, transportation vehicles
  • Costs or expenses incurred for any form of religious and / or political activities
  • Costs related to manpower needed to execute project e.g. project coordinator, admin personnel, ushers, yer distributors, ambassadors

This list is non-exhaustive. The Evaluation Committee reserves the right to reject cost items that do not meet the objective and eligibility criteria of the fund.

No, projects supported by LearnSG Seed Fund have to be non-profit in nature. Any form of income generated from the project should be used solely for cost recovery purposes and applicant need to declare the income collected.

Applicant will need to write in officially to learnsg@ssg.gov.sg with a valid justification for any changes to the deliverables and this is subject to approval by the funding authority.

Applicants may only submit one project proposal at a time. Applicants who wish to apply for a new project to be supported by the LearnSG Seed Fund should complete the approved project successfully first with all the project deliverables submitted before submitting the application for a new project.

No, funds will only cover expenduiture that are inccured after the Letter of Offer is signed.

Enterprises can apply for the funding as long as

a. The project is not related to the applicant organisation’s business functions

b. The project promotes or creates awareness of lifelong learning mindset/culture e.g. a learning festival or learning journey for the employees
